API v64.0 replaced GenAiPlanner with GenAiPlannerBundle. A sourceApiVersion below 64.0 causes the PlannerBundle to deploy as a structurally deficient agent with no cognitive orchestration engine. The platform raises no error — the agent simply cannot plan multi-step actions.
